Mother Faces Charges After Her Child Was Found On Busy Road In Beckley

A mother has been charged with child neglect when one of her children was discovered wandering on a busy road.

At 9:55 PM on July 2, 2024, PFC L.A. Appell was tasked with conducting a welfare check at Freedom Skate Park located at 306 N. Eisenhower Drive. The Emergency Operations Center had received information about a woman being present at the park with three young children.

A witness reported that the woman was neglecting her children, which resulted in one of them wandering onto N. Eisenhower Drive. The witness’s granddaughter had to intervene to prevent any harm from happening.

When PFC L.A. Appell arrived at the park, it was already closed. There, he found Brianna Ulery sitting on a bench with her youngest child. PFC L.A. Appell recognized Ulery from a previous incident on June 4, 2024, where she was involved in a confrontation with juveniles due to intoxication. Upon approaching Ulery, PFC L.A. Appell noticed the smell of alcohol and found a partially consumed beer can near her.

During questioning, Ulery became emotional and was unable to disclose the whereabouts of her other two sons. However, the boys were later discovered unattended in the park. Ulery exhibited indications of being under the influence and had difficulty maintaining her balance.

After administering a breathalyzer test, it was revealed that her blood alcohol level was at 0.200. Consequently, Child Protective Services were notified due to her condition and lack of supervision of her children. The police attempted to get in touch with the original complainant for additional details but were unsuccessful. As a result, Ulery was transported to a homeless shelter.

At 7:30 PM on July 3, 2024, the witness noticed a child walking towards the road. This caused her granddaughter to quickly intervene and return the child to Ulery at the park.

According to the witness, Brianna Ulery failed to supervise her children properly while they were at the park. Authorities are currently taking steps to obtain an arrest warrant for Ulery on charges of endangering the welfare of a child, trespassing, and public intoxication.
